PPPA has developed three standardised frameworks for safe and transparent AI deployment in public sector decision-making. The frameworks are mutually complementary — one structures processes, one structures records, and one structures public procurement contracts.

AI Regulatory Sandbox

Process-as-Code platform selected for Latvia's AI Regulatory Sandbox.

PPPA's Process-as-Code project was selected through a competitive process to participate in Latvia's AI Regulatory Sandbox — a supervised environment where AI solutions are tested and validated by competent state authorities before wider deployment.

We invite public institutions, municipalities, private companies and EU institutions to submit their business process algorithmisation projects for Proof-of-Concept development and validation within the Sandbox.

Government priority

Latvia's government has committed to approving the National AI Strategy within 100 days. Institutions that begin process algorithmisation now will be better prepared for the strategy's requirements and gain pioneer status in public sector AI deployment. About the government commitment →

In most organisations, a significant share of processes, decision logic and institutional knowledge remains locked in documents, internal guidelines or individual employees' experience. This limits automation, complicates AI adoption and creates high dependency on specific people.

Process-as-Code transforms organisational processes into a machine-readable, auditable form — creating a structured foundation for safe and transparent AI use.

Partnering with PPPA allows organisations to experiment with next-generation AI solutions within an official regulatory framework, alongside regulators, domain experts and technology partners.

Partner organisations gain the opportunity to:

  • identify processes suitable for automation or optimisation;
  • reduce administrative burden and processing times;
  • improve decision consistency and traceability;
  • prepare for EU AI Act compliance requirements;
  • build reusable digital process libraries and knowledge bases;
  • validate AI solutions in a safe, controlled environment before wider rollout.

PPPA — together with technology partners — provides the methodology, coordination and technical framework for pilot projects and Proof-of-Concept development in both the public and private sectors.
